Anti-Hindu clause in communal violence bill

Whether all Indians are equal then why this ?

If all Indians are equal then why quota for Muslims and Christians in Indian Constitution ?
If Hindu women raped only RS 30,000 compensation, but if Muslim women raped Rs 5,00,000 compensation?
